I opened up the tail light lens to check the bulb and noticed the inner reflector is very dark, almost black in the center. Not much light can pass through it. Is it just old and blackened? Can I get new ones?

It sounds like maybe one of the defusers may be burnt from the bulb? If you bend the tabs on the housing, and pry open the lens itself, you can separate the the glass lens from the defuser, and replace the defuser if necessary. But, I have seen different style defusers, some are completely flat, some have ribs on them, and some have little dots on them. So, if you replace it make sure you look for the same style. Here is a pic of what the defusers look like for reference.

The diffuser in ribbed. It is darker in the middle. but the whole diffuser is darkened. I read that the us required them because the beetle tail lights were too bright. Can I just remove them?

Update. I removed the diffuser from both lights. Wow what a difference, they are much brighter. They have more of a orange red look than red but thats ok. You can see them well in the daylight.
